Sewer Expansion Projects

Currently the Town is implementing Phase 1 (Years 0-10) of the Comprehensive Wastewater Management Plan (CWMP). Phase 1 consists of 18 individual sewer collection system projects, and additional sewer extensions, that will result in roughly 90 miles of new sewer infrastructure. Once complete, Phase 1 will remove approximately 44% of the nitrogen impacting our waters.

Completed Sewer Connections

There are currently 308 properties available to connect to sewer as a result of the Town’s first two completed Phase 1 Sewer Expansion Projects. Of those eligible properties, 48% have completed their connection as of June 2025. 

Strawberry Hill Road Sewer Expansion

Status: Completed; Sewer Connections Available

Overview: This project expanded sewer along Strawberry Hill Road and Wequaquet Lane from Route 28 to Route 132. This involved the construction of approximately 20,500 Linear Feet (LF) of gravity sewer, 6,400 LF of force main, the replacement of approximately 4,000 LF of water main, and the installation of a new submersible pump station on a town-controlled easement at 528 Craigville Beach Road.

Route 28 East Sewer Expansion

Status: Completed; Sewer Connections Available

Overview: This project expanded sewer along Route 28 to the intersection of Route 28 and Phinney’s Lane. This involved the construction of approximately 11,000 Linear Feet (LF) of new sewer, 12,000 lF of sewer force main, and a pump station on town-owned property at 1456 Falmouth Road. This project also included modifications to the Water Pollution Control Facility (WPCF) to accommodate the new force mains.

Centerville Village Sewer Expansion - North Phase

In March 2024, the Town Council approved the recommendation to split the Centerville Village Sewer Expansion Project into a North Phase and a South Phase.

Status: Active Construction

Overview: This project will expand sewer to properties along the following areas:

  • Route 28, from Phinney’s Lane to Old Stage Road
  • Phinney’s Lane, from Route 28 to Main Street
  • Old Stage Road, from Route 28 to Shootflying Hill Road
  • Shootflying Hill Road, from Old Stage Road to Service Road

This project is anticipated to install approximately four miles of sewer and will be a combination of gravity sewers and low-pressure sewers.

Three submersible pump stations are anticipated to be constructed for this project, located at:

  • 567 Shootflying Hill Road (Town-Owned Parcel)
  • 944 Shootflying Hill Road (Town-Acquired Easement)
  • Mother’s Park (Includes removal of Mother’s Park Road, realignment of intersection, and park upgrades)

Anticipated Completion: Spring 2027

Anticipated Sewered Properties: 219

Centerville Village Sewer Expansion - South Phase

In March 2024, the Town Council approved the recommendation to split the Centerville Village Sewer Expansion Project into a North Phase and a South Phase.

Status: Design In Progress

Overview: This project will expand sewer along the southern section of the proposed Park City Wind project’s onshore duct route, including:

  • Main Street, Centerville, from Old Stage Road to South Main Street
  • Craigville Beach Road, from the Centerville River Bridge to Covell’s Beach
  • Old Stage Road, from Route 28 to Main Street, Centerville
  • South Main Street, from Craigville Beach Road to Church Hill Road
  • Church Hill Road

This project is anticipated to install approximately 2.5 miles of sewer.

Route 28 West Sewer Expansion

Status: Contract Award in Progress

Overview: This project will expand sewer to properties along the following areas:

  • Route 28 from Phinney’s Lane to Route 149
  • Old East Osterville Road
  • Oldham Road
  • Portions of Osterville-West-Barnstable Road
  • Bumps River Road

This project serves as the backbone of the CWMP’s westerly expansion, allowing access into the Three Bays and Popponesseset Bay Watersheds. This project will also see the decommissioning of the Marstons Mills Wastewater Treatment Plant, transferring the service area to the Water Pollution Control Facility (WPCF).

This project is anticipated to install approximately five miles of sewer.

Phinney's Lane Neighborhoods Sewer Expansion

Status: Design in Progress

Overview: This project will expand sewer into the residential neighborhoods on the east and west side of Phinney’s Lane, which will tie into the sewer infrastructure constructed along Phinney’s Lane as part of the Strawberry Hill Road and Route 28 East projects.

In this area, existing on-site solutions to address wastewater needs negatively affect Lake Wequaquet and the Centerville River.

This project is anticipated to install approximately 8 miles of sewer.

Long Pond Area Sewer Expansion

Overview: This project will expand sewer to the south of Route 28, around Long Pond, Centerville.

In this area, existing on-site solutions to address wastewater needs negatively affect Long Pond. Additionally, this project will sewer Centerville Elementary School.

This project is anticipated to install approximately 9.7 miles of sewer.

Long Beach Area Sewer Expansion

Status: Design in Progress

Overview: This project will expand sewer to properties near the following areas:

  • Craigville Beach
  • Long Beach
  • Short Beach
  • Lake Elizabeth

In this area, existing on-site solutions to address wastewater needs negatively affect Centerville River, Lake Elizabeth, Red Lily Pond, Craigville Beach, Covell’s Beach, and Long Beach. This project also includes the decommissioning of the existing shared septic system near Lake Elizabeth.

Great Marsh/Shootflying Hill Road Neighborhoods Sewer Expansion

Status: Preliminary Design in Progress

Overview: This porject will expand sewer to properties on Great Marsh Road, a portion of Shootflying Hill Road, and to the neighborhoodsadjacent to those roads.

In this area, existing on-site solutions to address wastewater needs negatively affect Lake Wequaquet.

This project is anticipated to install approximately seven miles of sewer.

Old Yarmouth Road Sewer Expansion

Status: Preliminary Design in Progress

Overview: This project will expand sewer to the north of Route 28 and east of Yarmouth Road, providing sewer to businesses and residents along the following roads:

  • Old Yarmouth Road
  • Yarmouth Road
  • Joaquim Road
  • Bodick Road
  • Rosary Lane
  • Ferndoc Street
  • Route 28 from Cedar Street to Town Line

In this area, existing on-site solutions to address wastewater needs negatively impact economic development. Additionally, the Hyannis Water Syster Maher Drinking Water Wells, directly adjacent to the project area, have experienced contamination over the years.

This project is anticipated to install approximately 2.5 miles of sewer.

Huckins Neck Sewer Expansion

Status: Preliminary Design and Survey Anticipated in 2027

Overview: This project will expand sewer to properties located on Huckins Neck, adjacent to Lake Wequaquet, Shallow Pond, and Bearse Pond.

In this area, existing on-site solutions to address wastewater needs negatively affect Lake Wequaquet, Shallow Pond, and Bearse Pond.

This project is anticipated to install approximately 2 miles of sewer.

Prince Cove Sewer Expansion

In October 2024, the South County Road Sewer Expansion Project was integrated into the Prince Cove Sewer Expansion Project.

Status: Preliminary Design and Survey Anticipated in 2027

Overview: This project will expand sewer to properties on the north and east sides of Prince Cove.

This area has been identified as a needs area for nitrogen removal by Massachusetts Estuaries Project (MEP) modeling.

This project is anticipated to install approximately 7.5 miles of sewer.

Old Craigville Road Sewer Expansion

Status: Preliminary Design in Progress

Overview: This project will expand sewer to properties located on Old Craigville Road and adjacent neighborhoods.

In this area, existing on-site solutions to address wastewater needs negatively affect Red Lily Pond and Lake Elizabeth. Additionally, the northern portions of the project area have been identified as needs area for nitrogen removal by Massachusetts Estuaries program (MEP) modeling as well as drinking water well protection (COMM Water Supply Wells).

This project is anticipated to install approximately 6.6 miles of sewer.

Osterville Woods Sewer Expansion

Status: Preliminary Design and Survey Anticipated in 2027

Overview: This project will expand sewer to properties in the Osterville Woods neighborhoods and adjacent areas.

The western portion of the project area has been identified as a needs area for nitrogen removal by Massachusetts Estuaries Program (MEP) modeling. The entire project ahs been identified as a needs area for drinking water well protection as the project area is located within the Zone II to COMM water supply wells.

This project is anticipated to install approximately 3.8 miles of sewer.
